Central to these efforts is the National Semiconductor Strategy (NSS), which outlines ambitious goals from 2025 to 2030, focusing on investment attraction, innovation, and talent development. Among its flagship initiatives is the IC Design Park project in Selangor, spearheaded by the Selangor Information Technology & Digital Economy Corporation (SIDEC).

Malaysia’s NSS envisions the creation of a robust semiconductor ecosystem through strategic investments and innovation. IC Design Park, a cornerstone of this vision, aims to transition Malaysia from a “Made in Malaysia” manufacturing hub to a “Designed by Malaysia” innovation center. Located in Puchong, Selangor, the park spans 60,000 square feet and currently houses five companies with over 400 engineers. Plans are underway to expand to Cyberjaya, catering to the growing demand for integrated circuit design and semiconductor solutions.

  1. Facilitating Company Registration and government tax incentive application
  2. Consulting semiconductor industry players on business plan and fundraising plan
  3. Providing professional consultation to SIDEC in formulating strategy maps and aligning organizational efforts in execution towards meeting the objectives of project IC Design Park

IC Design Park: A Hub for Innovation and Collaboration

SIDEC’s IC Design Park initiative is designed to attract and support semiconductor companies through a holistic framework of incentives and resources. Key offerings include:

  1. Financial Support: Companies benefit from up to 100% subsidies for office costs, including rent, utilities, and internet for three years, reducing barriers to entry and fostering innovation.
  1. Talent Development: In collaboration with the Malaysian Advanced Semiconductor Academy (ASEM), IC Design Park offers training subsidies to cultivate a skilled workforce.
  1. Infrastructure and Technical Support: The park provides state-of-the-art facilities, including EDA tools, IP services, and testing tools, ensuring seamless operations for resident companies.

These measures have already garnered significant interest, prompting the development of a second IC Design Park in Cyberjaya to accommodate the growing influx of companies.

Building a Collaborative Ecosystem

IC Design Park’s success hinges on developing a semiconductor ecosystem and thus collaborate with world class semiconductor suppliers and service providors are important. Notable collaborations include Venture Capitalist, BlueChip Venture Fund, global leaders in electronic design automation (EDA), Synopsys and Cadence, local IC Design Firm and IP solution provider, Skyechip, and etc.

Talent Development: Securing the Future

Malaysia’s NSS emphasizes the development of a skilled workforce, targeting the training of over 60,000 semiconductor professionals by 2030. PiValue and SIDEC actively support this goal through partnerships with educational institutions and targeted training programs. Scholarships and internships are offered to top graduates, ensuring a steady pipeline of talent to sustain industry growth.

Policy Support and Funding: Driving Progress

The Malaysian government’s 2025 budget underscores its commitment to the semiconductor industry, with substantial investments and incentives:

Khazanah Nasional Berhad and KWAP are investing RM1.5 billion to bolster the sector.

Tax exemptions and capital expenditure allowances provide financial relief to companies, encouraging further investment.

These initiatives align with PiValue’s mission to support industry players in leveraging government resources for maximum impact.
